releases its Second Climate Change Task Force Report (New Delhi; February
10, 2009)
FICCI Climate Change Task Force, functioning
since July 2007 under the Chairmanship of Dr Prodipto Ghosh, Former Secretary,
Ministry of Environment & Forests, Government of India, Member, Prime Minister's
Council on Climate Change, released its second Report (prepared in December 2008)
on February 10, 2009 to the media. The second Report of the FICCI Change Task
Force presents a review of the current CDM framework and recommendations for reform
in the current CDM to strengthen the market based mechanism and make it more effective
and practicable. The suggested reform proposals are a result of a detailed consultative
exercise with different stakeholders of the Indian and global carbon market including
project developers, consultants, service providers, policy makers, researchers
and academicians. The Report also provides the Indian industry's perspective on
sectoral approaches for GHG mitigation under the Bali Action Plan with respect
to imposition of mandatory globally harmonized GHG emissions/energy efficiency
standards.
The other chapters of the Report focus on an analysis
of the Indian carbon market, including a company analysis; programmatic CDM; and
sector profiles of fertilisers and transport covering barriers and opportunities
for GHG mitigation in these sectors.
